Four people facing welfare fraud charges in Lewis County, including Syracuse man


LOWVILLE, N.Y. (WWTI) – Four people in Lewis County are facing welfare fraud charges after an investigation.
The Lewis County Sheriff’s Office netted charges in four separate investigations started by the county’s Department of Social Services.
Three of the four people were charged with third-degree welfare fraud, third-degree grand larceny and first-degree filing a false instrument.
Here are the four individuals facing charges:
- Heather Hancock, age 27, of Castorland
- Stephanie Hancock, 29, of Copenhagen
- Richard Rowsam, 51, of Lowville
All three were arraigned and released.
25-year-old Morgan Burd of Syracuse received charges of fourth-degree welfare fraud and fourth-degree grand larceny. She was also ticketed and released.
