Homeless woman arrested a third time for exposure


WATERTOWN, N.Y. (WWTI) – A 34-year-old homeless woman has been arrested a third time for exposing herself in public on Thursday afternoon.
According to the Watertown Police Department, they arrested Chelsea Allen around 2:30 p.m. Thursday after receiving “several calls for service” on the 600 block of State Street.
Authorities allege that Allen appeared to be under the influence of drugs that “caused her to lose control of her mannerisms and bodily functions”. Watertown PD said that Allen also lifted her shirt and exposed herself to passersby.
She was arrested and charged with appearing in public under the influence of drugs. Allen was given an appearance ticket for the Watertown City Court in September after being processed.
Allen was then picked up once again around 11:40 p.m. after she was allegedly alarming people in Public Square with yelling and screaming.
She was charged with disorderly conduct and taken to the Jefferson County Public Safety Building. Allen was given another appearance ticket answerable for next month in City Court.
