What food services passed or failed health inspection Feb. 25 – March 3?

SYRACUSE, N.Y. (WSYR-TV) — The Onondaga County Health Department released its inspection reports for restaurants checked from Feb. 25 through March 3.
One food service failed its inspection:

Tang Flavor Chinese Food
This restaurant had 21 violations, with two in critical condition.
Improper cooling and refrigerated storage of potentially hazardous foods (critical):
This violation was found two times.
- The inspector found one large container with approximately 4 lbs. of breaded chicken chunks at 60 to 66 degrees Fahrenheit, stored at room temperature at the cook line. The operator reported they were deep fried approximately three hours before, removed from the fry basket and then placed in the container. Improper cooling and food storage were determined. This was corrected, and the chicken was voluntarily discarded. Cooling and food safety literature was delivered in the operator’s primary language, Mandarin. A proper cooling technique was demonstrated for the chicken cooked as a replacement.
- The inspector found garlic in oil at the cook line at 55 degrees Fahrenheit and stored at room temperature. This was corrected and approximately four ounces of garlic was voluntarily discarded.
Food not protected in general: The inspector found numerous food containers that were stored without covers or protection in the walk-in cooler.

Poor sanitary design, construction, installation of equipment and utensils: The inspector noted that all cutting boards were heavily scarred and stained.
Poor sanitary design, construction, installation of equipment and utensils: The inspector noted that shelving systems were heavily corroded in the kitchen. Corrosion was also found in flip-top coolers, walk-in coolers and dry storage areas. Lids of chest freezers were also found with damaged hinges, as well as all misaligned closures.
Numerous bare wood surfaces on floor riser systems and repaired wall surfaces weren’t smooth or easily cleanable.
This violation was found three times.
Improper cleaning, washing and sanitizing of equipment and utensils: The inspector noted the automatic dishwasher lacked a chlorine supply to sanitize dishware and equipment.
Improper cleaning, washing and sanitizing of equipment and utensils: The inspector found that in the kitchen, most shelving surfaces had food residues and debris on them. The interiors of flip-top lower bays had food debris and dried spills. The upper rim of the flip-top console had loose food debris and crumbs. The gasket material of all coolers and refrigeration had residues and dried crumbs.
At the cook line, all surfaces had heavy carbon deposits and food residues, all dry storage shelving had overspray and residues, and all reach-in refrigeration and freezer surfaces had dried spills and food debris.
This violation was found five times.
Improper sanitary facilities and controls: The inspector found that the three-bay sink drains to a floor drain pit. During the inspection, the drain pit was slow to clear. A clog or damaged plumbing was suspected. All faucet fixtures leaked during use.
This violation was found two times.
Improper construction and maintenance of physical facilities: The inspector noted the floors under and behind the cook line equipment and along wall edges behind refrigeration were not clean, and covered with food debris and residues. In the kitchen, numerous ceiling tiles were missing or displaced.
