Watertown man charged with sex offenses against a minor


WATERTOWN, N.Y. (WSYR-TV) — Watertown police officers were called to investigate a sex offense on Sunday, March 17, around 4:30 a.m.
It is alleged that Shane Kirkby, a 43-year-old man from Watertown, used cameras to record other people without their knowledge, had intercourse with a person under 13 years old and forcibly touched a person under 13 years old inappropriately, Watertown police say.
Kirkby is charged with:
- Predtory sexual assault against a child
 - Rape in the first degree
 - Sex abuse in the first degree
 - Forcible touching
 - Unlawful surveillance in the second degree
 - Endangering the welfare of a child
 
He was held pending arraignment in Jefferson County CAP Court where he was remanded to the Jefferson County Correctional Facility.
