Three-month long drug trafficking investigation nets seven arrests in St. Lawrence County


CANTON, N.Y. (WWTI) – A three-month-long investigation has resulted in seven arrests on 24 drug-related charges as indictments were handed down on Thursday, March 7, in St. Lawrence County Court.
The St. Lawrence County Sheriff’s Office stated in a press release that seven people were arrested after their alleged involvement in a multiple-party investigation labeled “Jet Black.”
Authorities seized about 21 ounces of cocaine, 24 grams of fentanyl and $4,000 in cash. The alleged street value of the drugs, according to officials, is more than $63,000.
The people that were indicted are:
Charlie Watford (age 39, from Brooklyn)
- Code named “Black”
- Two counts of operating as a major trafficker
- Second-degree conspiracy
- First-degree attempted criminal possession of a controlled substance
- Third-degree criminal possession of a controlled substance
Geoffery Peay (43, Brooklyn)
- Code named “Jet”
- Two counts of operating as a major trafficker
- Second-degree conspiracy
- First-degree attempted criminal possession of a controlled substance
- Third-degree criminal possession of a controlled substance
- Three counts of Third-degree criminal sale of a controlled substance.
Dick Brown (44, Ogdensburg)
- Second-degree conspiracy
- Third-degree criminal sale of a controlled substance.
- Third-degree criminal possession of a controlled substance
Sandy Pike (59, Ogdensburg)
- Second-degree conspiracy
- Third-degree criminal possession of a controlled substance
Shane Perkins (46, Ogdensburg)
- Second-degree conspiracy
- Third-degree criminal possession of a controlled substance
Whitney Regan (37, Ogdensburg)
- Second-degree conspiracy
- Third-degree criminal possession of a controlled substance
Penny Arquitte (45, Ogdensburg)
- Second-degree conspiracy
- Third-degree criminal possession of a controlled substance
All seven were arraigned in St. Lawrence County Court. Watford was jailed on $150,000 bail or $500,000 bond while Peay was jailed on $75,000 bail or $250,000 bond. Brown was jailed on $25,000 bail or $50,000 bond.
Regan, Pike, Arquitte, and Perkins were released. All parties are set to appear in court at a later date.
